Personality:
Larsa Ferrinas Solidor became an Emperor at twelve, with the task of healing a country, and a continental alliance, torn apart by war - and he was the kind of boy who could rise to the task with determination, bringing together traditions and new ways of doing things to lead his home country and all of Ivalice to a better, more prosperous place.
Fourth son of the Emperor Gramis of the Arcadian Empire, Larsa grew up very loved and treasured, especially by his father and next oldest brother, Vayne, for his sweet personality and earnest, serious disposition. Larsa takes all the lessons that he has been taught seriously, both on the workings of the Empire and the world around them, and on more personal concepts, such as putting everyone else before himself. He is attentive and solicitous, but also does not have patience with people attempting to be cruel or disregarding people's dignity.
Larsa is also very smart. For all his place as the youngest son, sheltered more than a little, he has found about things that are going wrong, compared to what he is taught that should be happening, and goes to investigate about the manufacted nethicide, going down to the bottom of the matter as much as possible. He takes risks, especially with his own safety, but he is more than a little aware of them and does his best to keep them at a reasonable minimum - even when he escapes from his own retainers, he does not brave extremely dangerous locations alone, seeking companions with whom he can find.
Most importantly, and most surprisingly, considering his known family, is that Larsa Ferrinas Solidor is kind. Not soft-hearted in the way that will let people push him around, but caring and warm, standing up for what is right against those who will destroy it, but comforting those who need a warm word without hesitation or reserve. When those he cares for are hurt, he will stand up for them, even when he can barely stand.
As flaws go, he is basically young. He is a little rash, sometimes, and when he thinks something is wrong, he will stand up against it even when he can't have a hope to win. He's learning, though.

Larsa very much loves his country, without ever questioning the attitude. He is willing to give his life for it - and not in terms of dying for it, but living for it instead. He has seen both, in his family, and knows the difference and that living is harder. He wants to give his life to this, because he truly believes that the people making up the country deserve it. He does not, however, feel that the country needs to rule the entire continent, or the entire world, in order to be great or prosperous. In fact, he believes war rather detrimental to prosperity. There are many ways for the country to grow, and he wants to find the one that is right for it there and at that point in time.
He will defend his people, though, if it comes to that. Fiercely. He would simply rather avoid the situation, instead.
One of Larsa's early revealed traits is that he needs to know. He takes personal risks and goes out of his way to find out facts, rather than than rely on summaries that can hide those facts, so he can decide what exactly is happening. That means that he has not turned his face away from knowing what exactly his family has done.
On the one hand, that makes him feel extremely guilty, because even knowing what his father and brother have done, he still loves them. He still grieves for them. He still wishes them back, sometimes. But he is fully aware of the wrongness of those deeds, and, on the other hand, he wants to focus on what can be done to make amends and mend the future. He cannot change the past. But if he doesn't do the right things in the present, the future may be even worse, and he can work to avoid that. Mostly, his focus is on the efforts to fix what has been done.
Larsa as a leader is respectful and attentive. When possible, helpful and solicitous, though the sheer amount of work he has now has somewhat limited the effort he can expend on an individual. (What he would like to be with everyone we see in his attempts to put Penelo at ease once she is recovered from having been kidnapped. He does his best to reassure and comfort her, to alleviate her fear and to give her something to hope for.) He takes very seriously putting others above himself, and he knows that everyone has something they can teach him. Sometimes, extremely important. If he makes them not do so, he will lose it.
The fact that, in the wake of Vayne's rule, his next layer of executive power are the Judge Magister, who know him and, from what we know of the survivors, know that he is the Empire's only hope to not break apart into civil war and so support him, is an extreme aid in his establishing both his power and his competence early on, which brings down the level of doubt. However, as Archades is known to be rich with politicking, there will, sometimes and eventually, be doubts. Larsa's approach to those is to first learn, both about the nature of the questions and the nature of the people posing them, and try to either fill in an oversight, or to win the people over. He has enough charm to do so, and he firmly believes that he needs allies more than he needs enemies. With experienced people such as Zargabaath and Basch/Gabranth beside him, he can make very informed decisions on a case-by-case basis.
In all, Larsa is genuinely good, to the utter surprise of his family and those who know them. That goodness has been tried and tested over the last year, but while it's grown sharper, he has not lost any of it and does not mean to.
Abilities:
Larsa is a good swordfighter, despite his young years. He has some small magical ability / potential, but his skills are more to the political than magical. He is very well versed in that, though.

None of these spells are at a very high level of proficiency, which may be due to his age or to a limit to his natural abilities, or both. Since his fighting proficiency is enough to match characters far older than him, for the most part, I'd say it's likely a little more of the latter.
Alignment: Peromei. He is a focus of hope, even for people who eventually fight him. And he keeps trying to find out the facts, but he hopes for the best in people. (And it hurts when they fail.)
